Is it important to redistribute source code if only the view templates are changed? I was customizing the “views/search.erb” to have a layout consistent with our site and wanted to see if those changes needed to be released.

AGPL is GPL except that providing hosted service is counted as distribution. You would have to do whatever GPL would require you to do.
If I were in your place I would think HTML / CSS changes are anyways publicly available … if a concerned party demands for it, happy to release the changes through the requested channel …
(I wouldn’t extend this line of thought to minified JS though …)
